I now come to the Puisne Judge's work. Here again it is necessary to disabuse the lay mind of the idea that if the Puisne Judge happens to be free for an afternoon

he can be turned on to do Oridinal Jurisdiction work: I am confident from remarks I have heard that this is quite a pre- -valent idea among the laity. You are sufficiently familiar with judicial work to know that this is not the case. But so far as his own Court is concerned, there is a deadlock there ixxxx also; and Mr. Hazeland tells me that his first free day for a defended case is 22nd. Recember. Of course allowance has been made for the sitting of the Full Court in appeal in the long case, but even omitting this the date would be at end of November. This is altogether wrong; it is entirely in- -consistent with the idea of a Summary Court, and it works great hardship on litigants. I am most strongly of opinion that beyond the assistance at Assizes and in Chanhors which the Pulsne Judge now gives it would be most unwise to saddle the Puisne Judge with any of the Chief Justice's work permanently.

On the question of finance, I can only say that I have said before; first that the appointment of a Third Judge would increase the revenue of the Department, and secondly, that if the stamp duties were thoroughly collected,

as they are now beginning to be, a revenue would be obtained

sufficient
